He joined the firm in 2000 and became a Partner in 2005. Pablo previously worked for the Directorate of Legal Advice of the Council of Europe and Saragossa University.
He advises public and private clients on all Regulatory Law issues (government organization, public contracts, infringement and penalties, public property, etc.) and his expertise includes cases on infrastructures and public services, transport, power and mining, telecommunications and Food Law.
Pablo is widely experienced in court litigation counselling against the Government and at the Spanish Constitutional Court, and has counselled arbitration proceedings on infrastructure cases as well as taken part in the drafting and implementation of several public-private cooperation schemes.
Pablo teaches in the Masters Programme in Infrastructure and Energy Finance (Nebrija Business School, Madrid). He has also assisted in similar programmes for the Instituto de Empresa and the Universidad Pontificia Comillas-ICADE.
